The decision to drop the mask requirement has been confusing to say the least but for many it has given us an education in the priority and order of legal authority. With the Federal Government being reluctant to declare a national mask mandate at the start of the pandemic left the decision to other forms of government, a kind of "trickle down" situation, from state to county to city officials. Now that the CDC has lifted restrictions local governments are following suit but in a staggered way.
