House passes "fetal heartbeat" bill

Iowa could soon have one of the nation's strictest abortion laws.  The House passed a bill early Wednesday monring banning most abortions if a fetal heartbeat can be detected.  The bill adds exceptions for rape or incest, but only if they are reported within a certain time frame. It also bans the sale of fetal tissue. Debate grew heated at times as Republicans and Democrats battled over the bill, which could end up in court.  The measure, now different from a Senate version that passed last year, now goes back to that chamber for consideration as early as Wednesday.
