State Auditor Mary Mosiman says a special investigation by her office has revealed some concerns regarding the former head of the Iowa Communications Network. Mosiman says her office was asked to investigate questions raised by executive members of ICN regarding purchases and pay raises handled by Richard Lumbard. She says the audit found several instances where the decisions by Lumbard were not in the taxpayer's best interest. Nearly $380,000 of improper disbursements and undeposited collections were uncovered.
