Iowa's puppy mill ranking improves

Iowa is improving its position among states' rankings for puppy mills. This year Iowa dropped to number four in the nation. The state has been consistently rated the second worst state for the number of puppy mills in the country. Missouri holds the top spot as the worst. The USDA responsible for regulating and overseeing commercial dog breeders nationwide and the rankings are determined by the department of agriculture.
