State treasurer calls for budget special session

Iowa's $13 million budget shortfall might not be big enough for Governor Reynolds to legally pull money out of the state emergency fund.  State Treasurer Michael Fitzgerald says state law says the governor can use so-called "rainy day" funds if revenue drops below one-half of one percent, which didn't happen this year.   In a letter to the governor, Fitzgerald says he told her that her only option was to call lawmakers back to Des Moines and have them take out the money. There's been no comment from the governor's office on the matter.
