Feds approve Iowa's "stopgap" insurance plan

Iowa's stopgap health insurance plan is moving forward at the federal level.  A "letter of completeness" was given to the Iowa Insurance Division.  It means a public comment period begins and that'll last for 30 days.  The insurance division proposed the plan after Medica looked like it would be the only health insurance provider in the state next year.  The department also says it hopes the stopgap plan is approved by Nov. 1st.
