Iowa Democrats are celebrating a special election victory in southeast Iowa. Phil Miller won the race Tuesday to succeed the late Democrat representative Curt Hanson who died earlier this year. Miller got nearly 54 percent of the vote to defeat Republican Travis Harris and two other candidates. Miller will represent House District 82, which includes Davis and Van Buren counties along with parts of Jefferson county.
