An alleged water thief in Dubuque is accused of making off with millions of gallons of water to avoid paying for it. Police have charged Michael Friederick with 1st-degree theft and ongoing criminal conduct for allegedly stealing water over a four-year period starting in 2012. Police say Friederick stole more than 21-million gallons of water from the Table Mound Mobile Home Park, which he owned. Friederick allegedly opened the bypass valves, which made it possible to avoid getting charged for the water the mobile home park was actually using.
