A disaster proclamation is being issued for four counties hit hard by heavy rains and flash flooding. Gov. Reynolds issued the proclamation Sunday for Bremer, Buchanan, Clinton and Johnson counties. Severe storms struck the counties last Friday and Saturday. The proclamation activates the Iowa Individual Assistance Program.
