Branstad's top deputy steps down

One of former Iowa governor Terry Branstad's first tasks as ambassador to China will be to pick his chief deputy.  The number two US diplomat in China, David Rank, had been the acting ambassador in Beijing.  He resigned Monday, saying that he couldn't in good conscience tell the Chinese that the United States is withdrawing from the Paris climate accord.  Rank had a town meeting with embassy employees explaining he'd offered his resignation and that it was accepted.
