AG says Lt. Gov. Reynolds can't pick successor

Iowa Attorney General Tom Miller is reversing a previous position on whether Lt. Gov. Kim Reynolds can pick her own successor.  Miller says a constitutional amendment is needed for Reynolds to choose her own lieutenant governor once she becomes governor.  The reversal comes after Miller's decision back in December that said Reynolds would be able to appoint a new second in command.  That caused Republican Party of Iowa chairman Jeff Kaufmann to say Miller "twisted himself into a pretzel" with his change of opinion.
