DES MOINES, Iowa -- Iowa's teachers union is rejecting the state's Return-to-Learn update.

The Iowa State Education Association says counties should be at a COVID-19 positivity rate of five-percent or lower before schools are reopened.

The ISEA says the state's requirement of 20 percent positive cases before a school can ask to close for 14 days means people could have severe consequences before necessary steps are taken.

The association says before schools are reopened the pandemic must be under control in the community, protections are in place to keep the virus under control, and plans are in place to ensure ongoing learning for all students.
