DES MOINES, Iowa - About 13-thousand speeding tickets issued to drivers in construction zones by the Iowa DOT may eventually be refunded.

The State Supreme Court has ruled that the Department of Transportation had no legal right to issue the tickets.

Two drivers who got tickets sued, and with the Supreme Court ruling their lawyers now say they are looking into a class-action lawsuit to force DOT to repay the tickets.

Drivers were fined from $150 dollars to a thousand dollars for speeding in construction zones.

The Iowa legislature has now passed a new law banning DOT from writing speeding tickets.
