"Backfill" phase-out advances

The Iowa Senate's Appropriations Committee advanced a bill Thursday to gradually eliminate state payments to local governments that lawmakers had promised when with commercial property tax cuts five years ago.  A 2013 property tax cut established $152 million in "backfill" payments for city, county, and school districts for lost revenue.  Democrats who oppose the bill says it'll result in local property tax hikes and possible cuts in government services. Similar legislation is being discussed in the House and could be enacted before the 2018 session is adjourned.
